Scope of Work

• Remove snow from Town streets and alleys as needed during the winter season.
• A snowfall of two inches (2") or more will automatically require snow removal service.
• The Town may also request snow removal at other times by phone call or text from an authorized Town representative.
• The contractor must provide snow removal as a priority service because public health and safety depend on safe streets.
• Beginning with the 2026 season and forward, the service area includes Brandon Drive and Lake Drive at Kennard Lake Estates, in addition to Town streets and alleys.

Bid Details

• Bids should include the proposed cost per snow removal occurrence.
• Bidders may include separate pricing for salting or other treatment services, if offered.
• The contractor must provide the truck, plow blade, equipment, materials, labor, and any other items needed to complete the work.
• The contractor must submit itemized claims for services performed before payment is reviewed and approved by the Town.

Insurance and Responsibility

• The selected contractor must provide proof of liability insurance covering damage to public and private property during snow removal work.
• The Town of Kennard must be named as an additional insured on the contractor's liability insurance policy.
• The contractor must agree to indemnify and hold the Town harmless from any loss or claim resulting from the contractor's negligent conduct.
• Any contract dispute will first be discussed informally. If needed, unresolved disputes may be referred to mediation under Indiana rules, with Indiana law and Henry County, Indiana courts applying if formal action is required.

Submitting a Snow Removal Bid

• Bids must be sealed.
• The envelope must clearly state "Snow Removal Bid" on the outside.
• Bids may be mailed, hand delivered to the Clerk, placed in the sewer payment drop box on the south side of Town Hall (black deposit box), or hand delivered to the Clerk or Deputy Clerk at the meeting before bids are opened.
• The Clerk and Town are not responsible for misdelivered mail. Bidders are encouraged to confirm their bid was received by emailing clerk@kennardin.com.
• Received sealed bids will be opened publicly during the Wednesday, October 14, 2026, Town Council meeting at 7:00 PM. Please submit bids to the Clerk or Deputy Clerk before the meeting begins.
• If no bids are received, or if the Town does not accept any bid received, the next Town Council meeting will become the new deadline for bids, due by meeting time.

The Town of Kennard reserves the right to reject any or all bids for any reason.

• Install a new door closer on the USPS entrance.
• Install a new door closer on the main Town Hall door.

Viewing the Work Area

Anyone interested in bidding may visit the Kennard Post Office between 12:30 PM and 4:00 PM, Monday through Friday, to view the USPS entrance. To view the main Town Hall door, please contact the Clerk/Treasurer.
